    Clerk Craft Successfully Stops “End of Day” Button

    In an award issued December 8, 2017, Das found that the “End of Day” button – a function the Postal Service added into the Retail System Software (RSS) point-of-sale system allowing postmasters to enter and exit the system without fully closing out – did not satisfy the requirement in the Global Settlement Remedy Agreement that postmasters are allowed to perform bargaining unit work for only 15 hours per week, to be counted from the start to the “end of day.”

    National Dispute Settlement Protects Intervening Party Rights

    An APWU advocate was notified two days before a Mail Handler hearing on a dispute regarding scanning duties. The advocate did not have the proper time to prepare for the case as an intervener, as such they requested a continuance and the request was denied.

    The case and the issue was then referred to Step 4 for an interpretive review. On August 15, the parties met at the headquarters level to discuss the dispute.

    On Dec. 4, the issue was resolved with the acknowledgement that the intervening party has all rights including the request for a continuance.

    DSI Dispute Settled with Position Upgrade and Payment

    On Nov. 22, the MVS Division settled a longstanding grievance, QOOV-4Q-C 05171465, regarding Driver Safety Instructor (DSI) positions. In the dispute, the Union’s grievance sought to upgrade the DSI one level higher than the Tractor Trailer Operator (TTO).
